Scenario planning is not meant to predict the future. What scenario planning attempts to do is show various possibilities for the future based on decisions that are made today. The result of scenario analysis is a presentation of possible futures, all of which are plausible, that allows for exploration of implementation alternatives. It can project a variety of economic growth possibilities and anticipates responses through maps which show current and projected land uses and infrastructure investments.

While each regional planning commission will conduct data collection based on regional needs and unique interests some data elements will be collected by all nine RPCs in order to determine regional variations and to be able to view changes over time.
